Government

The City of Hopkins uses the council-manager form of municipal government.

  • The mayor and four council members make up the City Council.
  • City boards and commissions advise the City Council.
  • The City Council selects the City Manager, who serves as chief administrative officer of the City.
  • The City is managed through seven departments, each with a department head who reports to the City Manager.

The City adopted its City Charter on December 2, 1947. It serves as the basis for government operations in Hopkins.
