Appeals Process

If after receiving your property valuation notice you believe your property value or classification is incorrect, the following options for appeal are available to you.

Attend the Open Book Meeting

An informal Open Book meeting is held every May. Meet with appraisers from Hennepin County (which handles property appraisal for the City of Hopkins) and ask questions about the value of your property. The date and time of the meeting will be included on your valuation notice.

You do not have to wait for this meeting to talk with an appraiser. If you have a question after receiving your valuation notice, call the phone number on the notice and discuss the value with an appraiser.

You may also contact the Hennepin County Assessor's office at 612-348-3011 to learn more about how the market value estimation was derived.

Hennepin County Board of Equalization

If desired, the market value can be further appealed to the Hennepin County Board of Equalization. The County Board convenes the last two weeks in June. The dates and phone number to appeal are listed on your market value notice.

Minnesota Tax Court

The final avenue of appeal is to petition the Minnesota Tax Court. All appeals for tax court must be filed on or before April 30 of the year the tax becomes payable. Additional information may be found at Minnesota Tax Court.
